Nascar compares the horsepower differences between manufactures. If one manufacturer consistantly has a large horsepower edge, Nascar can make adjustments to the allowed parts (usually intake manifold or heads) for each manufacturer to level the field.

A Dyno will measure a Variety of Horsepower.
1.Horsepower at various RPM Ranges
2.Horsepower at each Cylinder
3.Crankshaft Horsepower
4. They can also measure torque

They measure torque. From this horsepower is calculated using (torque x rpm)/5252. This calculation is why on EVERY dyno graph you see the torque and horsepower lines cross each other at 5252 rpms.
