Scheduled feedings, for then the dog gets the food, and it's not left out sitting for hours, attracting birds.

I am so sorry you are going through this! Green stool indicates bile, so that is normal. But since he is not eating it could be possible he has bloating, blockage etc. If you can, I would take him to the vet and get him checked out, but I totally understand if you can't. If you can't, all you can do is keep an eye on him, and hope that he eats and drinks. He could also just be nervous, you know, new surroundings and such. Good Luck, if you have any more questions, I will keep an eye on the question.

Let him come inside to eat? If he really really has to eat outside, don't leave the food sitting around - pick up the left overs as soon as he's lost interest so you don't feed the rats with wings.

Do not leave the food bowl outside. If he does not eat, or finish his food, take the bowl away. Try feeding him inside as well. It could be dangerous for the dogs health for this to continue. Birds are filthy animals.

They will also crap into the food, that's what I'd be MORE concerned about.
Bring the dog IN!!!

You really should leave food out for your dog - free feeding.
Just feed him enough at one or two meals... however you usually feed him.

Food outside will attract pidgeons, rats and other varmits.

Don't keep the dog outside. Simple as that. They don't belong outside. They are family members. You wouldn't keep a family member outside would you?
