can a diploma civil engineer give structural design of a building?

i want to know, can a diploma in civil engineer with an experience of 10 years working in a structural engineering company and exposure to structural engineering by designing several apartments, commercial complex , give structural designs and can do private practice? or it is an offence or illegal? Because so many builders can build apartments, buildings without knoweldge of any engineering degree but only on their expericence also an ordinary bar bender will give steel details for a residence, can't a civil diploma holder with design experience? or is there is any other way to become structural engineer by short term CERTIFICATE course except the AMIE or Me(struct) Can anybody help me out as early as possible. Beacause I'm frustated by age.

It's not about qualifications, it's about professional indemnity.

You can go into private practise as an engineering graduate, a chartered engineer, a civil technician or a layman. Nobody will stop you. What's important is that you have PI insurance to cover you if anything goes wrong.

It's much the same way a learner driver will pay more of a premium than a driver with ten years experience. If you can't demonstrate qualifications, experience and/or competence to your insurance company, you'll pay substantially more for insurance, or they'll refuse to insure you.

Interestingly (or maybe only to me) the title "Engineer" is not protected. Anyone can call themselves an Engineer. The title "Chartered Engineer" is protected however.

You need to check with local authorities.

Depending on the location you may or may not need the certain qualification.

Local codes are main stay of the industry so start with it. No matter what the qualification, again depending on the location, one must pass local examination to practise. But if you have passed other exams then those are easy. In my area one need to go to city hall and pay a fee of $40/- they provide a book, you study it and then come back, go on a computer and take an exam, then it grades you and if you pass the exam, they give you a licence, to build certain type of building, and related structure and facilities.

But you need to get each design approved before the start of the construction and pay the fees for the permits, base on the estimated cost of construction.

"kieranhr" is partially correct it depends on the location, in my location it is protected and considered as licensed Engineer or chartered Engineer, but enforcement is a different issue.

You were talking of AMIE so you are in India or IN UK.
I am in USA there the buss Word is "PE" (Professional Engineer") All states have their own license law and some do have reciprocity, with all states and some have non. Some issue general licence to practise and some issue limited to a field say Mechanical or, ---,---. But allow more then one licence as long as you meet the requirement.

practice without the license.
If you know someone with a license who is willing
to stamp, (and thus assume responsibility for), your
work, you can do designs. They commonly charge
a percentage of the fee for the service.

Builders follow plans without engineering expertise,
because responsibility for the integrity of the design
is guaranteed by the stamp of the licensed engineer.

No such thing. You are what your Visa says you are. By the way, AED 4500 per month is really disgusting!!! You are getting paid the same as Drivers do when they work for big companies. My husband is an Engineer. He was first at Abu Dhabi, and now he is at Dubai. He is also an Engineer. He gets paid over 40,000 AED per month, and was given 200,000 AED for housing.
