If you have applied to a place once before and they come out with another ad a few months later, and you apply to the same place again, do you have a better chance of getting the job since you have already applied?

Our company is more likely to schedule an interview with a person who calls in to follow up, rather then some one who sends in their resume and it ends there.

If you apply in person and follow up with a phone call or a letter thanking them for their time you may have a chance. Tenacity works well with employers. Show that you are interested.

You don't have a better chance this time because you already applied. If your qualifications haven't changed, and their requirements haven't changed, you probably aren't going to qualify for the job.

You would need to apply again since they probably have filed your application away.

Make your application stand out from the others- use blue ink and fill in every single part of the application.

Nope, it holds no bearing on you getting the job. If you apply repeatedly you will be more likely to be ignored too unless you are qualified for the position.
