They have changed the laws in the UK, because everyone from the third world started coming here and dropping babies 'anchor babies'. The parents could then stay because their dependant was classed as British.
As far as i am aware this changed a couple of years ago - I saw a couple get caught out for this in the home office, they wanted a UK passport for their child cos they were going to see their grandparents in Lebanon! - they were told he couldnt get a British passport because both parents were Lebanese, thus the child is Lebanese.
They said they could take the child out of the UK but he would not be allowed back! hahahahaha!

I think your analogy confused some people. But your are correct.
Laws in some countries like the USA state that if a child is born here that child is considered a US citizen. That child actually had duel citizenship and can later declare which country he wants to place his citizenship. I wish in the US that children born here from foreign nationals were not allowed to be citizen. I think a few foreigner would stop coming here to give birth if we changed the law. If a kitten is born from a cat with a cat dad then it is a cat. And no matter when it is born and lives it will always be a cat!

To answer both your question:
A cat born anywhere is still a cat.
A foreign kid born in the UK does not make him English. First the UK includes Wales, Scotland, England and Ireland and secondly current legislation is that to be British Nation you must have British parents or apply, being born in Britain does not mean you be British.

I think the cat knows it's not a dog; but it may be that since the dog culture is the only one it's ever known, it may want to fit in there.
A kitten can't help that it's born or where it's born or even who or what it's born to. A kitten just tries to survive and fit in. It is the parent cats' responsibility to let the kittens interact and learn puppy ways if it's going to live and breed in a dog enivironment.
So, bottom line; if a cat learns to bark and eat dog food; then cut it a break and let it be. If not, then the chase is on.

A person born in this country is NOT automatically English, they must be born to a British person or a person who is "settled" in this country (legally here and resident).
This is done specifically so that people can't just turn up and have a child who is then British. Unfortunately, the US is currently suffering from this problem (children of illegal immigrants born in the US are automatically american). This is enshrined in the Bill of Rights, but was not originally meant to apply to children of people there illegally.

Let's hope not, if that were true it would mean that past generations of babies that slept in bureau drawers after they were born would be considered to be clothing.
That is a governmental decision to consider the legalities of citizenship and has no connection to cats and dogs.....
I take it you are a bit bored.....? Have a good day.

NO it's a cat, unless its parents entered the Kennel illegally and are pretending to be Dogs. Then it will pretend to be a dog and the Democrats will try to get it a dog license. But the dogs of the kennel might not like the cats trying to take their "Dog hood" illegally and will push to get the cats removed. Someone should have locked the door so the cats couldn't get in in the first place.

Some people will assert that it is a dog but calling a cat a dog doesn't make it a dog.
