It's because China wants to modernize its military. For instance China has 5,000 aircraft including biplanes and planes from WWII. It wants 2,500 4th generation aircraft and 5th generation aircraft by 2020. It also wants a stronger navy, more advanced tanks etc. Also China's yaun is dropping at the same rate as the U.S. dollar since China has pegged the yaun to the U.S. dollar. It costs more for China to buy things on the foreign market.

Modernization
China says this:
It's military is only for defensive reasons
They have stated to their people and the world they will not invade a sovereign nation. (the USA has made no such pledge, obviously)
They also believe in a countries right to self determination, the USA has said no such thing.
They also have very little experience fighting wars. The last real war they were in was almost 30 years ago and that lasted only a month and when it was over, instead of occupation, they left.
They also believe in diplomacy over pointing fingers and accusations. They have been a major player in getting N Korea to stop its nuclear ambitions.
Finally, a very important point to ponder is this:
According to a 2005 congressional report, the USA supplies 36% of the world wide trade in arms. Some independent studies put that as high as 60%. Whereas in that same congressional report, China supplies 3% of the world wide trade in arms.

Serious answer:
No i dont think so; its just China equipping itself to be a world power. Their economy is booming and we simply live in a world where to be taken seriously as a world power you need to have the military might to match your economic power.
According to washington estimated they are spending about 90bn a year on the military, the US is spending 400bn a year.
China wants to modernise its military to have it something like America's because they are beginning to see themselves as a real challenger for biggest world power.
But with a military 50 years behind the times they still look a bit backward so they are trying to do something about it.
Practically, i suppose they want to be in a position where there is no military threat either, so their economy can remain stable and protected. This requires a fully equipped, large, modern army. (i'm sad to say, but there it is!)
