can i renew my philippine passport without it being expired?

I guess so, the reason you renew it before it expires is because that way you always have a valid travel docoment.
If you are somewhere other than your home country, you would not be able to travel!!!!!!

Yes you can, my wife renewed hers 9 months before it expired
