If through physical or psychological infirmary Veterans (ex Military) cannot hold a full time job, they are entitled to immediate payment of their Preserved Pension, normally payable aged 55/60. Contact Service personnel and Veterans Agency, 0800 1692277. For the severly psychologically affected, approach the council (certainly in Scotland) and ask for a Severe Mental Impairment Order form and the Veteran doesn't pay Council Tax for LIFE. This 'Order' doesn't mean the Veteran is absolutely 'crazy' and should be locked away. The Veterans GP will explain away concerns.
