I need to know since I can't get that answer from associates at my local Wal-Mart where the bike was purchased. Someone had stolen the dice valve covers from my son's bike.

I'm not understanding your question... You need the value of the bike because valve caps were stolen?

When I estimate values for an insurance company I take the original SELLING price (not suggested list price), then apply the following deductions:

1) If the bike was less than $400, I immediately deduct 25%. If it was an excess of $400, I deduct 10%;

2) If the bike is less than 5 years old, I deduct an additional 10% (over $400) to 15% (under $400) for each year.

So, to estimate the value of your sons 3 year old bike, deduct 25%, then from that number deduct an additional 45%. For example, if the bike sold for $200 deducting 25% would take it to $150. Subtracting 45% from that takes its value to $82.50.

If the bike was rare (which it isn't) or collectible (which it isn't) this formula is not valid. Thinking to the 1970s version of the Stingray, these can top $10,000 or more depending on the model and condition. Your Stingray was built in China or Taiwan for Pacific Cycle who is now the proud owner of the Schwinn name, but none of the heritage.

Or, you could just visit your local bike shop and buy a new set of dice valve caps for $5.00.

You may think this is a stupid comment but the frame of a Schwinn Stingray will not support the weight of a 90cc engine plus a rider. It will crack half the welds at the first small bump.

I would simply go to ebay and see what comparable bikes are selling for. This should give you an idea of the market value of the bike.

check ebay and craigslist, about 30-50 bucks
