The first one may mean that the answer to that question will depend on the answerer's point of view, or own experiences.
The second one means (and the first may also mean) that it's more information than the speaker is willing to share about himself/herself.

What the actual questions are that are considered personal/too personal depend a lot on the answerer's culture or background, and of course the relationship between the speakers.

I saw a row of about 15 question marks (?) at the bottom of your question--if that was more information in a script my browser can't identify, sorry about that.
