If she has not paid the mechanic the $1300.00, and she ask her friend that sold her the car, to write her a written agreement, and her refuses, can her firend pic up the bill at the mechanic? Since she is the lein holder?

The friend is NOT the leinholder, the BANK is the leinholder. The FRIEND is the owner. Yes, the friend can pay the $1300 and get the car - because THEY are the owner.

The written agreement means NOTHING. Or not much. You need to sign the TITLE over to change ownership.

Just let it sit at the garage. After a certain amount of time the person who did the repairs can file a mechanic's lien on the vehicle, and unless either the registered or legal owner picks it up and pays the bill, he can keep or sell it for what he has in it. Once he has done that, he will have a clear title to the car (in MOST, if not all states, your mileage may vary). But it would no longer be your worry since your name isn't connect to it in any way.

Sounds like her needs a new friend that won't sell she a car with a lien on it. I am sure if her pays the bill at the garage, the mechanic will provide a lien release letter and a clear title can be obtained.

Since her "friend" sold her a car with a lien on it, and she is having all these mechanical problems with it, I would just tell the friend to take the car back and let it sit at the garage.
