The most capable free softwares are Paint.net and GIMP, but then it is up to you to be the creative one!

They aren´t easy to use. It takes both time and effort.

You can download the free trial of Adobe Photoshop CS-3 .
This will do it for sure.
However, I am not aware of any FREE Programs that have the capability and have the advanced features that are standard on Proffesional Design Software.
