Encyclicals are letters addressed by the Pope to his bishops in a particular region. Nothing really secretive about them and they're nearly all online now. See http://www.papalencyclicals.net/
I'm not sure what you're really getting at seeing encyclicals, bulls and Apostolic Constitutions have always been fairly public documents. The only secretive aspect of them is that for a long time most of Europe couldn't read.
