For the same reason that there are so many irreligious Christians. Jews are people and people are all different.

who is to judge who is an irreligious jew?
the "non observant" jews are just not fulfilling as many mitzvahs as the "observant" ones, but are still doing what is needed for jews to do to be jews.

Assimilation, being "sucked in" by the secular world. It happens in all religions.
What's really sad is that more Jews have been lost to assimilation than in the Holocaust.
