I assume you say "flash" as in strobe. Why not check out this site and gain some information on your own....http://www.strobist.blogspot.com/
Other than that, perhaps you are referring the the style of lighting popular in the late 80's also known as "hosing"? This is where you keep the lens open for an extended period of time and "paint" the subject with light (it was called "hosing" because flexible light sources were being sold that resembled hoses).
