im seeking for some advice what to choose, because me and my bf is trying to figure out whats the best, if we will get married here or in the US, whats the best thing? filing a fiancee visa?or get married here, and go for spousal visa?

Quickest way is a K1 Visa which you will have to marry within 90 days after she arrives (6+ months) or if you marry here in the Philippines you will need a K3 Visa (8+ months)

K1 Visa
(You will need to do this)
I-129F
G-325A for both of you
Passport pictures 2X2 two of each of you
Petitioners Birth Certificate
Proof of relationship and meeting like hotel and airline receipts, phone bills, photocopy of passport stamps when you met visited her
description how you met

(She will need this)
NSO birth record
NSO Cenomar
NBI Clearance
Police Clearance
CFO Certificate
Philippine Passport
Then when she receives her visa package
Call for her interview date
Get her medical
get her CFO stamp in her passport

you will need the following forms:
I-130
G-325a one for each of you
Passport pictures two of each of you
Copy of Certified copy of Marriage certificate NSO
Proof of your US Citizenship
filling fee
After completing the above you will send your package to the USCIS Office that is listed for your state.

OK, After you have filed the above form and have received notice that it has been received then you need the following forms:

I-129F
G-325a one for each of you
I-134
Passport Pictures two of each of you
Proof of your US Citizenship
Copy of Certified copy of Marriage certificate NSO

After completing the above these will be sent to this address:
U.S. Citizenship and Immigration Services
P.O. Box 7218, Chicago, IL. 60680-7218

Now, your bride needs to get busy as she will need the following BEFORE her interview to the US Embassy
NSO Birth record
NSO Marriage Certificate
Philippine Passport
CFO Certificate
NBI Clearance
Police clearances from ever place she has lived

As long as all your paperwork is ready and good to go (birth certificate from NSO, application from the embassy, etc), both marrying in Philippines and filing a fiancee visa are relatively quick.

Cost-wise, probably more effective to get married in the Philippines.

Either K-1 Fiance(e) with the intent of marriage within 90 days in US or K-3 Spouse of US Citizen after you get married in Philippines

You cannot enter the US on a tourist visa with the intent on getting married.

The best way would be to file a fiance visa.
