Many people say this when referring to dogs that shed into their coat or some other minimally shedding breeds. Sometimes people claim that dogs with coats that continue growing for a long time (like Poodles or Afghans or Yorkies) have hair instead of fur.
The truth is, there's little difference between human and animal hair. There's no difference between the individual hairs of dogs claimed to have "hair" and those claimed to have "fur."

Yes, some dogs have hair not fur. Shihtzus, Yorkies, malteses. Any dog with hair that needs to be trimmed do not shed. These dogs are good for people who have allergies.
