The manufacturers have freedom to add low or high percentage of fruit. There is no FDA regulation mandating the label to show percent of juice contents.
The fruit syrups are manufactured for resale and profits. The percent of fruit varies on the type of fruit flavor, the availability of fruit and its cost.
There are all kinds of recipes available with
a- real fruit juice mixed with artificial flavors to enhance and maintain consistent quality and taste,
b- some portion (less than 10%) real juice and rest is artificial flavors
c- 100% artificial flavors.
The fact is that every one involved in manufacturing and sales does not care what they are selling, as long as they can find a buyer. Price and not the quality of ingredients and recipes determine the success.
Watermelon and Peach for example, have a very short season. It is expensive to store fruit or its natural juice. These two flavors have excellent artificial flavors. You will not find any product in these two flavors with natural juice at all.
2- Those who Manufacture premium quality products at a higher price are always struggling to meet sales targets. Premium quality products are made with use of varying proportion of Puree or pulp in the product. Even these products do not mention the percentage of fruit in them. The customer has to guess the quality with the final taste.
The school districts require products for use in schools to be made with 100% juice (for shcool kids). The districts also have lowest bid process. This is a wrong requirement and has easily been circumvented by supplier contractors.
The Strawberry 100% juice for example will have little whiff of Strawberry flavor (due to its higher cost) and the rest of the juice will be cheapest variety of fruit juice like Pear or apple juice. The pear and apple juices are available in abundance all year-round.
I hope this explains why there is low percentage of fruit juice.

Because manufacturers have been getting away with it for years...usually 27% fruit juice is what it REALLY in a bottle of juice. Even less in some kids drink boxes. Only the ones that say 100% juice should be consumed. The others are MOSTLY water and high fructose corn syrup.....YUK!!!

Real juice is expensive. It requires the use of actual fruit.
High fructose corn syrup, water, artificial colors and sweeteners, these are much less expensive.
