It isn't even theoretically possible. Conceptually, the cranial nerves and spinal cord can be thought of as part of the brain, and those connections can't be done by human hands. Once an axon's cut, it's cut forever.

At present, even if one blood vessel is blocked in brain a bypass graft is not possible. Blocked brain vessel is not made patent by a stent.
