Well... if that is an actual text, maybe our (or your) encoding is wrong. What I see is:

¥i¥Hrap¬JÂø»x¼ÐÃD¡u±¡³õ¦Ñ¤d¤d¤

That, obviously, means nothing.

I tried several unicode converters (like the one here, for cyrillic: http://www.2cyr.com/decode/ ), but none gave me a good result.

If you know what language it is (or, at least, have an idea), look for the correspondign converter. Only then, someone who knows that language would be able to do a translation for you.
