Can the Congress set the amount of tax collected?

Not exactly. Congress sets the rules for what tax will be collected, but not the amount those rules will generate.

Congress legislates the amount of tax that will be imposed. Government statisticians estimate the amount that will be collected. IRS collects as much as it can as efficiently as it can.
