if the driver is finished for the day should he be given a drug test just before he leaves for home ,what if he has kids to pick up his kids after work.

Too bad. If the company policy states that random drug tests will be done, the driver should be prepared for it.
Especially a driver who carries passengers.

A drug test only takes a few moments. What if he has to pick up his kids? Oh, come on. what if traffic is bad or the bus breaks down. If it is part of the job then that is it.
I started driving a city bus for 40 years ago. I drove 7 years before becoming a cop. The last 2 years we had random testing not just drugs but for alcohol also, whats the big deal.
If it takes more than 8 minutes past the regular shift the have to pay OT for 15 minutes. (Fair Labor Standards Act)

Random drug testing should be performed on company time, not your time.
