I agree- google info on crate training. It's very useful for teaching a dog to go outside.
My boston caught on pretty quick, pretty much 95% of the time when I take him out he goes when
he is told to.
One thing i definitely would suggest is to have a set schedule on taking your dog out
throughout the day. That way they will learn that this will be the times that
they can go take care of business, not just to go outside for fun and sniff everything in
sight!
It might help to take it to the same spot everytime so
that they can learn that this is where they need to 'go'. Usually at first they'll sniff around and if they
smell another dog's 'business', they'll do the same thing to try and cover up that scent.
If not, try taking a used peepad [nasty i know but could be necessary] so that they can
smell it and realize that this is where they need to do it.
Also, try giving commands like 'go pee or poo' while they doing it. When they finish, give them
a real good treat- they'll pick up that what they just did was a good thing and if you do
it consistently everytime, they'll continue to do it at that spot as well.
The big thing is consistently, the more it's repeated, the quicker the dog will learn.

you need to be consistent... puppies need to be taken outside quite often... and also, crate training is the best thing you can do... when you can't watch the dog every minute, put it in the crate.

Go back to basics- treat her like an 8 week old pup. She goes outside after playing, eating, drinking, waking up, and also hourly. Reward for toileting outside- treat + praise. Ignore indoor accidents- punishing only teaches them to hide from you to go to toilet. Sometimes going outside and walking up and down for a couple of minutes will help her to go.

Keep trying to train her. My dog never liked going outside when she was that age, we figured it was because she liked her privacy, but she goes outside now.

By now he should know to go outside. Maybe you should take him out more often. That may help.

usually at one years old dogs are just learning to do things my advice would be to keep traning your dog to go outside
