I can't imagine how they could do it in the studio, but I can't imagine how they could do it on location--at least without paying a fortune in traffic fines.

The studios pay the cities where the filming is to take place large amounts of money and actually rent the city streets or highways that they are going to use. Then they close off that section of streets and/or highway and make their movie. Other times they use streets and roads that are built on what they call a back lot. Just like Universal Studios theme park, that was actually a back lot and movie sets. The studio opened it to the public to give them an idea of how movies where made. Because they pay for rights to film in a city they do not incur any fines.

for some car chase scenes, they out a camera on the back od the car that will be chased, and cameras on the front of the cars that will do the chasing.
