Put the claim in under your auto insurance policy, and let them chase the guy down for you.

Call the police...even if it's later. I called almost 2 weeks after the fact when someone hit my car. (They admitted it at first, than started back-pedalling when I gave them the quotes for the repairs). The police were still able to do their job. (I encouraged them to settle outside of their insurance company so that it did not go on their record. It ended up going through insurance.)

Do you have a copy of the Police Report proving they hit your car? If you have a Police report, file the report with their Insurance Company.

It's your word against there's, you need to find a witness or some sort of proof they hit your car. How about any paint transfer or matching scrape marks, get pictures of it before they destroy the evidence

get pictures of the damage on his car and yours. The insurance companies should be able to figure it out. A picture is worth a thousand words.

Are you 100% sure who did it? If so call the police & make a report. You should make a report anyway if there's damage. Having a witness that saw it will help.
You will need proof that he did it to take him to court to pay the damages.
