Round trip by Amtrak is $82.00
Round trip by Greyhound bus is $43.00
Round trip by air is $439.00, but there are discounts for buying early, traveling on certain days. Did not say how long you would be here, but if you stay over Saturday night it is even cheaper.

It would actually take you longer to go from Philly to DC by plane (have to get there early to go through security, etc...) than it would by driving, train, or bus.
Here are your best options (in no particular order)
1.) Rent a car and drive
2.) Amtrak
3.) Greyhound Bus (or some other busline)

Taking a plane is ridiculous for so short a distance--I would rent a car, take a bus, or go Amtrak. It's about a three-hour drive, give or take.

Amtrak from 30th St. Station takes about 90 minutes.
Greyhound probably costs as much as Amtrak these days.

If cost is a major issue, you can take a bus from Philadelphia's Chinatown to Washington's Chinatown for as little as $28 round-trip. (Then again, you usually get what you pay for.)
