If you can get someone to loan you some money then that will be your capital. That is the logical way to start a business.
The second way is to start a business that requires minimum capital, like a website or something (although it is much more difficult to gain popularity). All you need for a website is Microsoft Frontpage or some software like that and web hosting fee. This does require money, but it is manageable and someone in your family will loan you a couple of hundred bucks much more easily than $20,000.
With this idea you can start a consulting firm, you'll need advertising costs and credibility.
Again it is much harder to do a business without capital, but not impossible.
Now if you mean that you don't have any money literally, then you cannot start a legitimate business because some monetary input is required otherwise your business will fail before it starts.

You'll need to borrow some money some way, obviously. First you need to write a business plan which outlines how your business will operate. No one will take you seriously without one. Google "how to write a business plan" for tips. And if you try to borrow money from friends and family, keep in mind that if your business fails (which most do) and you're unable to pay them back, this WILL cause problems in your personal relationships with them, if not end them outright.
