In over thirty years I've never paid an additional fee to have paint tinted. If you're talking about colors from a chip/swatch from Lowe's, Home Depot, WalMart, K-Mart or any major hardware chain the cost (for the same quality level) is the same regardless of color. My local paint store has also matched color to a fabric sample without charging extra.
That said, Ralph Lauren or other designer brands of paint cost more than good old everyday Behr (CR top rated), so you can pay more for a certain color if you want a specific brand. There MAYalso be a slight charge to tint primer...adviseable if you're doing a dramatic color change.

I am sure that when you buy paint, the color of the tint is included in the price. I've not heard of anyone charged extra for this. Or less for getting white paint.

No, the price of the paint is the price regardless of the color. If you are choosing an expensive paint or a cheaper paint it remains the same. All paints have to be mixed. The colors are not sitting on the shelves waiting to be purchased.

There is no additional charge to tint paint. When you buy the paint, it's a white base color and they will make it whatever color you choose.

Some paint stores will charge a bit more if you choose a very dark color as it will require alot of tint to achieve it but large department stores tend to charge the price on the can.

Not usually. I guess it would depend on where you get it, but most places carry only white paint. Then, you just show them the color you want, and they tint it for you there. (i.e. Lowes, Walmart) I have yet to find a place that stocks paint colors other than variations of white, or black.

No charge, A gallon of good interior paint will cost you $15-20 at a hardware store. Just make sure that you check it, because it is non refundable.
Good luck

I don't know where you live but most places when you buy your paint it will be tinted any colour you want for no charge. The paint bases are white so colourant has to be added to them
