We rejoice because we have another new member of the human race, with all kinds of possibilites for the future. We grieve at a funeral for the loss of a member of the human race. We grieve for ourselves, that we will no longer be able to have this person in our lives.

What Twain meant is that a birth brings a new soul into this vale of tears, while a funeral should celebrate the release of a soul from its fleshly prison, now beyond all grief.
