I'm trying to lose some belly fat and people have suggested that I do crunches and other ab exercises to lose the fat. The reasoning is that when the muscles are strong, it is easier for them to burn calories, even when you're doing nothing!

you can't spot reduce fat stores through diet or exercise. when the body fat is decreased is does so from all over the body not in a localized area.

abdominal training only strengthens the muscles

Both. But you can not spot reduce a specific section. Doing abs is always good to relieve back pain and strengthen your core. You need to watch your diet (calorie deficit) in order to reduce your belly.

It will burn more carbs and fat than what you burn when you are sedentary, and it will build up some muscle which helps burn the fat. Its a win win situation really. but dont expect wonders- cardio is better for weight loss.
