Wrapping paper tubes are cardboard, so yes they can be recycled.
Metallic (silver or gold) wrapping paper cannot be recycled though.

Cardboard is recyclable. but there is another way to recycle that tube. start from the top, glue and wrap the tube with shiny coloured paper of ribbon width, or glittered ribbon, round and round to the bottom. cut some left over shiny metalic paper in long strips (20-30cm long & 1cm wide) and stick their ends (2cm) inside the tube all around on the bottom end. when finished it looks like tail of the tube. On the top end, 2cm down the edge, make 2 small holes (opposite to each other) with a screwdriver or from scissors sharp tip, so you can put a string through both the holes and hang it in the middle of your little sister's bedroom. A nice little decoration for x-mas for your little sis. After x-mas you can always remove the shiny paper & send the tube for recycling or store away the decoration for x-mas next year. (FULLY RECLYCLED).

Put an elastic band around it when it's on the tube. Or if it's really small, get a flat box like a big square cookie tin, to keep bits of wrapping paper, any extra tags or cards, and a roll of tape in. Very handy.

Sadly, the answer is no. By the time the paper makes it to your toilet paper tube, it’s been recycled a number of times. The fibers are too broken down and harsh to be used again. While at first it may sound bad to learn that we can’t recycle them, just remember that they’ve already been recycled plenty to get to that point.

yes, that's cardboard. check into if your city has a recycle drop off and take a bunch of stuff over there at a time.

yes, give to the children, they then become toys of their minds, they could be a bull horn, a speaker from mars, a star wars light sword, the children can decorate them to see so can do the best or worst job. just little yours and their little minds wander and great things come about
