I'm not familiar with the farberware rice steamer, but rice cookers tend to brown the rice at the bottom... which is has some good flavor since the browning adds a little nuttiness to the rice.

However, to clean, take out all of the rice and leave the stuff on the bottom, just pour in some hot water or add some water and let it come to a boil. Turn off and let is soak for a few minutes and it should easily lift out of the pan.

I have to say I agree with Angel. I used to make my rice in a Rival brand rice cooker all through college. Then one time I was making some recipe from foodnetwork.com that required me to saute some veggies, then cook the rice with it in a normal sauce pan. The best rice I ever had. Totally repeatable and never burned. I never use my rice cooker for rice anymore. Just steaming veggies.

if you are set on using the rice cooker, you may want to spray the pan with PAM non-stick cooking spray. And if you take a look at the rice throught he lid, you can usually see if there is still liquid to be absorbed or not, you can just turn it off.

I'm not trying to be a smart-donkey's behind, but stop using the steamer... I have made rice in a small pot for over 20 years and I've never had a problem. (unless I do something different to it which would mess up my timing and it would start to burn)
Small pot, one pat (tablespoon) of butter.. bring to boil.
One cup of rice to two cups of water. I like the pots that have the steam release hole in the lid. Then 20 minutes later, I have perfect rice after I've also added salt and paprika to the water. To me, a steamer is a toy to make money for somebody.

Add a little more water, and don't let it cook so long.

And to easily clean it, after it cools add enough water to cover the burned rice and let it sit for an hour. When you get back to it the burned rice will be soft and very easy to simply wipe off.
