When I was 12 I worked on a driving range/golf course picking up stray balls. I also worked on a self pick berry farm helping the older folks fill their baskets. I am sure you could find an elderly person needing some chores done. I now "employ" two neighborhood boy (7 & 9) to clean my house. They do a much better job here than they do at home, and I require that they "clock in and out". It teaches them responsibility. Does he or she have an aunt or uncle that can put h/h to work? I do not recommend paper routes.

you can help him/her out with a paper route.
some people let 11 year olds babysit. I wouldn't hire an 11 year old babysitter, but I was only 12 when I started watching people's kids.
Other than that there isn't much you can do, because it is illegal for an 11 year old to work unless you have a family business.

When my son was younger, he would take care of all of the trash cans for our neighbors on the street after the waste truck picked them up. He would put them in the garages or on their porches etc. so they wouldn't blow all over the streets or get run over by cars. It was only once a week but he made $5-$6 a week and he was only 7 or 8 years old.

In western countries (USA, Canada, UK, Australia, NZ) that is WAY too young to work.
Unless he is a model or a child actor.
