Although food stamps are administered by the State they are a Federal program and the allowable items are determined by the Feds. The extract, spices etc. you can definitly get. Not sure about coloring though.

I have never seen a food stamp card, but I think they are for the basics like milk, bread, cheese, etc.

you can get anything edible that is not precooked like rotisserie and fried chicken
