I am a British and American Citizen alhough I live in London UK and have never lived in the USA. Firstly, where would I vote in a general election (i.e. for which state?) Secondly, if I can choose where my residence is, can I get a drving permit when I go to Florida this winter (i am a 16 year old and dont have a permit in the UK)?

Could I use my grandparents address as a place of residence or do they have to be my legal gardian?

You must have an address to get the permit. You cannot vote in any State until you are 18. And you must be a resident in that State.

I don't think you can get a license without a legal residence. Although, this question may be better suited to the closest DMV because there are certain exceptions that do get made. That may not even be an option since you don't have an overseas licence/permit.
