There is no such quote in the Bible.
Perhaps you were thinking of John 12:44.

Socrates said that the unobserved life isn't worth living. Quantum physics went further and said that unobserved life doesn't exist. Therefore, we and God need to be constantly observing each other in order to exist. It's kind of like a cosmic Catch-22.

I don't think it is meant like God is up there thinking to himself, "I'm certain those humans exist, but can anybody show me proof?"
What I think it means is, God trusts in us to do right by him, and he wants us to trust in him to do right by us.
Kinda like me believing in my husband to come thru with that paycheck each month. He does, and God will come thru for us with his everlasting love.
