Either K-1 Fiance visa with the intention of marrying her within 90 days or K-3 Spouse of US Citizen after you marry her. Check www.uscis.gov

For what purpose? If she wants to come as a tourist it's up to her to apply for a tourist visa, pay the $100 application fee, and convince the American consular officer that she won't overstay in the US. There's nothing you can do to "help."

If you want her here to live you are going to have to marry her. That's about the only way it's going to happen legally.
