Small detail, the ACLU has no authority to file charges against anyone. Charges can only be filed (assuming a crime is being committed) by the local U.S. Attorney's Office for federal charges or the local prosecutor for state charges. Furthermore, the ACLU tends to only file civil cases when constitutional rights are concerned (or at least the ACLU can make a colorable legal argument that constitutional rights are concerned). That requires state action. The actions of private groups are generally not considered to be state action, though there are some involvement.
Whether or not the Justice Department should get involved depends upon what the actual actions are. The question merely characterizes the actions as "harassment" "vigilante" and "Nazi." Other than harassment (which has a very precise legal meaning, which probably differs from the way it is used in a question), the other two give no clue as to what crime if any is being committed.
As far as learning spanish, based on my experience, many intelligent people in the southwest do take courses in Spanish -- mostly because they recognize that a lot of the business in the southwest is cross-border. However, there is no reason to learn it to deal with temporary surges of immigrants. Experience teaches us that within 20 years, the children and grand-children of the current immigrants will be speaking English.

First, the ACLU is not a law enforcement agency. They can file a complaint at anytime, just as any citizen can, and have charges brought against crimes committed by an individual.
But the function of the ACLU is to bring about civil lawsuits challenging the validity of laws or law enforcement actions contrary to Constitutional basics.
Second, foreign nationals have very limited rights when crossing the border illegally. As specified, they are Mexican nationals, not American citizens.
Third, why should it be necessary to learn ANY particular second language? Many years ago, when Canada (remember them? We also have a neighboring country to the NORTH, too.) became an officially bilingual country, it was trendy to learn French. Never mandated, though. What if next year, it becomes trendy to learn Korean, or Chinese, and WHICH Chinese, or Slobbovian for that matter?
For what it's worth, I do speak Spanish and what is spoken around the Mexican border is not Spanish. In fact, people from central Mexico have little patience with the ebonics form of unintelligible Spanish spoken near the U.S.

First, you need to learn how to phrase a question so that an apparent political bias does not make the question moot, unless you are not interested in honest answers. Using terms such as 'vigilante' and 'Nazi' is simply a crude attempt to bias responses. Intellectual honesty is sometimes difficult for everyone.
If the first question is should the ACLU initiate civil legal actions against non-governmental organizations who involve themselves in US border security activities, then I would have to respond that it is likely such actions have already been taken. If there is a reasonable case to be made, I am sure they would do so. The question regarding the US Justice Department can be answered the same as the question regarding the ACLU. If individuals or groups are violating the individual rights of persons attempting to enter the country illegally, then the Justice Department should be take legal action. If the question is simply if the Justice Department should take action against groups whose actions or speech you dislike, but are legal and protected by the US Constitution, then no. If groups or individuals undertake actions that violate the individual rights of US citizens of Mexican descent, then of course they should. If the question involves actions taken that violate the individual rights of persons in the country illegally, as before, the answer would be yes.
Please remember that the legal protections for individuals in the US illegally are somewhat less than that of persons in the country legally, citizen or not. However, they still have many of the same protections as citizens and persons in the country legally.
This nation is a constitutional republic, where unpopular speech and actions that are legal, are protected. Those protections guarantee your liberty as well as those of people with whom you disagree.

Hmm, The American Civil Liberties Union involved in border crossings? Kinda belies the point of the group and makes your question irrelevant for Mexican nationals, doesn't it?
For your sub-question, vigilantes taking action on our soil, against anyone, deserves a response. If they're pretending to be border patrol, detaining people, or whatever, we've had laws and legal personnel for years at the border. If they ever take action against a US citizen, let the ACLU run that all the way up to the Supreme Court.

In case you don't know it, the ACLU and the Justice Department are two totally separate and unrelated organizations. And Nazi tactics? I think your grasp of history is a little weak.
And English is the language of the US - why would Americans be required to learn another language? That said, I think it's a good thing for people to learn languages other than their own. But if I moved to a country where some other language was spoken than my native language, I would expect to have to learn THEIR language, not expect everyone there to speak mine! Even visiting in another country, it's a good idea to learn enough of the language to get by.

The United States, has an inherent right to defend its security.
I have taken a fairly moderate position on illegal immigration. I acknowledged that it was a crime, but that the solution involved a two pronged approach, easing legal immigration restrictions while discouraging illegal immigration. However, I've changed my mind. Somehow, these folks (the illegals) have come to believe that they have a right to be in America, even though they crossed the border illegally, and that's just flat out wrong. That erroneous belief changes the illegals from a nuisance to be minimized to a threat that must be removed. If a nation does not have a right to defend its borders, then it is no longer a nation. Call me whatever you wish (I am a legal resident very soon to become a citizen) but I now believe that all people who are in America illegally must be deported. I believe that our borders must be adequately defended, which I define as reducing the current flood of illegals to a trickle. Period.

Please elaborate on the "Nazi tactics against Mexicans", please give an example of this. Turning away those who do not belong here is NOT a Nazi tactic... Shooting someones brains out or experimenting them to death is.
Harassing Mexicans at the border or enforcing our laws? Big difference. Don't cross into the United States territory illegally and you will not be "harassed". If you want to live in the United States do it legally and learn to speak English, we are an English speaking nation.... end of story.
