I used to keep rats and I used a glass or plastic aquarium (I mean a glass tank from a pet shop.)
You need at least one cubic foot for each adult rat. Unless they are already used to each other they will fight if you put them in the same space, sometimes to the death if it's two males. So don't.
They're quite cheap. About twenty pounds (forty dollars). Make a lid out of heavy wire and weigh it down with something heavy so the rats can't push it up and escape, or have it held down with bungee hooks running underneath the aquarium.

I have a cage that's supposed to be for rabits or ferrets for my rats. I got it at Wal-Mart for about $40. It's just the right size for the rats, just make sure they are big enough so they can't squeeze through holes in the cage.
Also Petco.com is a great website/store with different rat things.

The absolute MINIMUM space requirement per rat is TWO cubic feet - NOT one. The bigger the cage is, the better. Remember, it also needs to be wire-sided. Aquariums tend to have insufficient ventilation, which results in build-up of ammonia and, as a result, vet trips every three-or-so months.
The bar spacing needs to be smaller than 1 cm, or else they can squeeze through, if they're babies/small females.

Are they male or female? Here is a pretty nice cage set up:
http://www.dapper.com.au/cagebuild.htm (I like it) I thought I had more bookmarked for myself, but I guess I don't. I suppose if you just google "how to build a rat cage" you'll get a lot of answers. Good luck! :)

go to www.cavycages.com. There are instructions there for making "guinea pig cages". However - people have adapted this method for other animals such as rats, other small rodents and rabbits as well. Check the forum section and photos section for ideas.
