Anyone practicing at 2am is an idiot or drunk. Just about every community has some noise ordinance which prohibits, amoung other things, the playing of musical instruments. Where I live, it's between the hours of ten pm and seven am.
And, yes, I have played Auld lang Syne at midnight on New Year's and haven't been told not to or to stop ;-)

Good people of conscience all agree that anyone playing the bagpipe after dark should be castrated on the spot. The only worse offense is to play the accordian during daylight hours.

Probably so, just because they are loud. Otherwise, I'd listen all day... I love 'em!!
I would play GH pipes, but I've got a jaw problem, so I'm gonna go with Uilleann pipes instead. (They are bellows blown, and I love the way they sound, too!)
