There is a 100% chance that you will become a singer if you work hard at it and love it! Now whether you will become famous or not, that is another question.
Take lessons, sing karaoke, sing in church, sing in any band that will have you, anything you can do to gain experience no matter what!
Best luck! I love working with female singers. Love Pat Benetar, Pretenders, Go Go's, X, Heart, Joni Mitchell, B-52's and of course many great country artists too. Study them all!

Singing is work. Too many people believe that to be a singer means being a pop star, which is not the case. The percentage that you will become a singer is good as long as you're willing to put the work into it. One also has to realize that being a successful professional singer doesn't necessarily mean being famous. Sure, that would be nice, but it's probably not going to happen. That's mostly luck. You have to have a passion for music. School (performing arts, theater, music) always helps, though to be truthful it's not as important as sweat and paying your dues.

Loving to sing is the first step. But your voice is just an instrument, that you have to learn to play well and to take care of. Get a good voice teacher and work hard. You can make it.

I believe I am falling in the same vortex as you...except I'm a male and I live in California (so the chances for me have exceedingly dropped) but I don't think you should stop trying. As long as your persistent and versatile there may be that slight possibility it will happen.
