Six submarines were delivered (1989-1992) to the RNoN. All of them have their home base at Haakonsvern in Bergen. The boats are all named after places in Norway, with the exception of the S305, Uredd, which literally translates to "unafraid". The ship prefix for RNoN vessels is KNM (Kongelig Norsk Marine, Royal Norwegian Navy) in Norwegian, HNoMS (His Norwegian Majesty's Ship) in English.

The only psuedo foreign submarine base is in Guam (which is still a US territory). There are three subs stationed there Houston, Buffalo, and City of Corpus Christi.
There are submarine personnel stationed in Naples Italy at SUBGRU 8 - but that is shore duty.
The Tender in La Maddelena will no longer be there by the time you would get an assignment (there were never any boats stationed there anyhow).

The other poster is right in that the sub bases you're looking for on the West Coast are either in San Diego (all fast attacks) and Pearl Harbor (all fast attacks). That isn't including Guam and Bangor/Bremerton in Washington state. Fast attacks will deploy generally for 6 months at a time (they're discussing whether or not it's feasible to extend this, but it's been 6 months for a long time). During that time, you'll have a handful of port calls, often for 3-6 days at a time (closer to 3-4). On my deployment, we went to Spain, Gibraltar, Cyprus, Bahrain, and Diego Garcia. Other subs from the East Coast sometimes get to Scotland, France, Greece, and the United Arab Emirates (I also had a friend that went to India). So I know you'd like West Coast, but that's the East Coast view of things as well. It's true that if you want port calls, do NOT go ballistic missile sub. Their schedule is much more concrete, and you don't go out for as long as 6 months at a time, but you won't visit other countries.

all of the foreign sub bases are closed but we do have a sub tender (kind of like a remote tiny sub base at sea) in italy and another one in guam. the one in italy doesnt have any forward deployed subs using it as a homeport (yet) but the one in guam has 2 subs there. right now the best way to get stationed in europe as a submariner is to do a few years at sea on a submarine then try to get orders for the USS Emory S Land (sub tender in italy) as a repair party member for visiting subs.

There are no Submarines homeported anywhere outside of US territory. The Sub Base in Scotland has been closed for quite a while.

Well there is Guam, it's though not foreign in that it is U.S. territory, but is the closest to being a foreign sub base in that it is all the way in the west pacific.

Holy Loch in Scotland is closed. La Madellena in Italy is due to close. So, in a year or less, there will be no sub bases in Europe.

Get through boot-camp first kid, then if you are good enough you might get a qualification that will suit you, until then all is conjecture about "submarine" bases.
