How can we send my brother to rehab when we dont have any money? Are there any government funded programs? (inpatient)

The best advice I can give you is to speak to your GP.
Make sure this is what your brother wants to do tho or he will not succeed if he is getting clean for you and your family.
His GP will be able to point him in the right direction and if it's somewhere that is free then you may need to be referred by your doctor.

A person who wishes to find out how much rehab costs, needs to shop around and call business offices at rehab centers -- they can give the information on financial aid, if it's available.
It's not that hard.
