I am considering the 70-200mm f/4 for my new lense...however...i need a lense that is good in low light also...is there any such lense that is as good as the 70-200mm in its price range of $500-$600??

You'll need something at least in the f/2.8 range.

I'd recommend the Canon 50mm f/1.4 lens that sells for $240 at B&H Photo Video.

It's nearly as sharp as L-Series glass, and the price is right.

I have the 70-200 f/4L, and I love it, except I could really use that 1 stop of light and the IS capabilities that the f/2.8 lens offers.

If you can afford it, go for the gusto.

Tamron has a new 70mm-200mm 2.8 lens thought to list at $800-$900. If you need this focal length at this speed, it would be hard to beat the Canon, but of course it is over $1200 and even more in the image stabilized version.

I have the Tamron 18-250, I love this lense. I also have the xti and with the iso settings, you can't go wrong with the tamron its a great all purpose lense

Definitely go for an f1.4 lens. Long ago, Canon offered an f1.2 - marginally faster than the f1.4 BUT the f1.2 will give you a brighter viewfinder, making focusing in low light easier. Unfortunately, the f1.2 is rare and expensive.

I have a Sigma 70-200 f2.8 HSM that is really incredible.

It's a bit over your budget but look in the useds and on the auction site.
