Revelation 17:12
And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast.

There is also a mention of ten kings in Daniel.
Daniel 7:24
And the ten horns out of this kingdom are ten kings that shall arise: and another shall rise after them; and he shall be diverse from the first, and he shall subdue three kings.

Revelations (chapter) 17 talks about the "[offensive term for a woman of questionable reputation] of Babylon" sitting upon a great beast with seven heads and ten horns. The woman represents a great city and the ten horns represent ten kings without kingdoms, but who grow in power as they stay with the beast. The kings hate and resent the woman (i.e., the great city) and conspire against her.
