There is a bus that departs I believe 5 days a week from the curb outside of the New Yorker Hotel at 34th and 8th run by a company that has a web site; washingtondelux.com Runs both ways.
The cost round trip is something like 35 dollars, which is a steal. The trip takes about 4 and a half hours, with one stop in MD before arriving in downtown DC, about a block from a metro stop.
All in all, a very convenient and cheap way to get between the two cities.

Greyhound has a bus between Port Authority in NYC and the bus station in DC which is a few blocks from Union Station (Red Line). It's nonstop, although some buses will stop at the New Carrollton station (on the Orange Line).
You can take the bus to the DC station and walk a couple of blocks to Union Station and catch the Red Line towards Shady Grove and get off at the Friendship Heights station. Take the L7 or L8 bus from there to the site.

If you want to take a bus from NYC to the Washington DC area the Peter Pan bus lines are one option. A round trip ticket should be less than $100.
The bus depot for this line is at Union Station in Washington DC. From there you can take the Metro (subway) out to Chevy Chase, MD.

You could take Amtrak down to Washington DC from NY Penn Station and then connect to the Washington metro system to Chevy Chase.

I have rode the bus from manhattan to maryland. it stops at the silver spring metro stop and the white flint metro stop. here's the website. It's $20 one way, $40 roundtrip.

there's the china town bus that goes from penn station to somewhere in DC i think and silver spring, MD is a suburb.....check it out...it is very cheap!!
