Okay well i emailed carmax.com and this is what they said to me.

We bring in hundreds of cars and trucks from out of state each month. One of the first things we do is have the car or truck smogged for California emissions standards. Call me if you would like this truck transferred.

OK emission controls should be checked the underhood label get a picture of it from carmax it has to state California emission and federal standards. If not pass it by because Govenor Arnold and California Air Quality Board want cars to be just that much less powerfull and slightly cleaner. Ask around there might be a way to bring in 49 state smog cars on a limited basis.

The description given by the California DMV website refers to only NEW vehicles. Call (916) 657-6795. This is the number listed for vehicle importations. A representative of the DMV should be able to help you out.

Titans are able to pass emissions in all 50 states, so don't worry.

Better check to see what DMV FEES are charged to bring in a vehicle from another state. It USED to be around $300., but they reduced it a lot a few years ago.
