Standtkreis Aachen Reg: Bez. Aachen

This is on a sign in an old picture of my grandfather's from Germany when he was in the Army, roughly 1950s. I know "Stantkreis" means "standing circle" but what is that? What does the entire phrase mean? A Name of a place, but what kind of place?

Districts of Germany
German districts (Kreise) are administrative units in Germany. The districts are at an intermediate level of administration between the Länder (German states) and the local / municipal levels (Gemeinden). Not to be confused with the larger Regierungsbezirk.

It was inhabited by Romans in the 1st century AD. A center of Carolingian culture, and the second city of Charlemagne's empire, it was the site of his great palace. The cathedral built by Charlemagne с 800 saw the coronation of most German kings of the 10th–16th century; his chapel, with his tomb, remains as part of the larger Gothic cathedral today. Aachen was part of France 1801–15. It is famous for its many spas.

I'm sorry, but it's not so mysterious. There is certainly no "n" in the word Stadtkreis. It just means "Town county". Aachen is a very old city in the West of Germany, the palace of Charlemagne is situated in the town-center. Reg.Bez. is an abbreviation of "Regierungsbezirk", the next bigger administrative district. All in all it says, that the town county of Aachen is also a part of the district of Aachen - very profane.
