i have to write about why increasing the speed limit would be a bad idea because the quality of roads are so bad.. what can i say about this?

It's MY opinion that road quality is not a factor. Lack of DRIVER quality should be the main reason for not raising the speed limit.

The traffic engineers (who determine speed limits) are trained to judge a safe maximum speed under "perfect" conditions, such as a road in good repair, good, clear, dry weather, in daylight hours and smoth traffic flow.

Since the engineering factors have already been determined for a maximum speed limit on any given road, any increase in speed limit adds considerable risk factor. If highway speed limits need to be increase for factors such as volume of traffic, or economics, then the roadways need to be improved and reengineered to accomotate the higher speeds.
