Say you buy a car that is about 30,000 just for the base price. But you end up paying 45,000 with adding so many options.

No, only little things that are useful. Things like:

a better engine (depends)
Sound System
6 speed transmission (if an option from 5 sp)
etc.

I wouldnt get so many options from the dealer since it's expensive, id probably get the rest from a 3rd party. So if i wanted a lip, i would just get one from somewhere else.

No, I would prefer to buy a 20k car with useful options like Air conditioning, Cruise Control... the rest is not worth.

I'd save a fair amount of money.Give some to charity ofc,buy a guitar,clothes.. Buy stuff to decorate the house,stuff like that XD

i would not just a little bit to add cup holder radio.but not much more.save your money for something else.
